I had the same issue. Check your computers specs to make sure the game is compatible. You must have a dedicated GPU (cannot be integrated). My laptop was not capable of running the game. My solution was to upgrade so I bought a new computer last night (needed one anyway)! Wish I had Pit Zakatong's (By" NATO boy) instructions yesterday. Oh well I have a nice new gaming PC.

I have experienced the issue with the yellow screen from Hell. I have researched online and in the discussions on Steam and it seems there is an issue with integrated GPUs that are unable to handle City: Skylines II. There was a recommendation to try to add Developer mode and unchecking Tunnel Pass, but this did not work for me. Many people suggested requesting a refund since the game is unplayable with the yellow screen and there is no information available as to if or when this issue will be resolved. Steam has an issue with refunds, though. If you used more than 2 hours screen time in Cities: Skylines II trying to fix the game play, you will not be able to receive a refund through Steam Support. That is right, NO REFUNDS. You will have the product but will not be able to use it unless you purchase an upgraded computer system. I have gone back and forth with Steam Support and even though I went over the 2 hours trying to make Cities: Skylines II function as advertised, Steam considers it “Play Time” and will not refund the purchase price, even though you are unable to “Play” Cities: Skylines II. So BEWARE! I paid Steam $89.99 and received Cities: Skylines II that does not work and Steam is unwilling to give me a refund. This could happen to you, too.

There is a temporary fix :

https://steamcommunity.com/app/949230/discussions/0/3878221560446647591/?ctp=4

"Steam, right click Cities:Skylines 2, Properties. In General, add --developerMode into the launch options.

Load into your savegame, press Tab. After a few seconds of freezing, a slightly transparent black window will pop up on the left.

Click on GameRendering (2nd row, 3rd option).

Scroll down using scrollwheel or touchpad, dropdown arrow with name "Custom passes". Click on the arrow to open it.

2nd checkbox, uncheck Tunnel Pass. This will get rid of the invisible yellow tint, but underground roads will be invisible (you have to find underground roads using the road upgrade tool or the bulldozer).

You can hide the debug window by pressing Tab again."

This is how I fixed my issue.
someone help i get it when i have a dedicated gpu

The Developer mode worked for me, but you have to do it every time you open the game, otherwise it works fine
