This is why you do not buy prebuilds, you will always get a cool glass case with almost no ventilation.
The game was knowingly released in a technically incomplete, unoptimised state where it stresses your system on trivial stuff. To save your system, you could try the workarounds other Discussions are suggesting (e.g. turning off DOF, etc) but until a proper major patch is out, the game is essentially unplayable unless you want to greatly compromise on graphics or fry your PC.
My fans are on "silent" software locked.
CPU is 82 degrees my GPU 70C and fan RPM is around 1800. To cool. Its okay i think.
I can put my PC in max performance and my fans at 100%. But than i also have a jet engine. Unplayable but this is not only in CS2.
I always buy pre builds. Most of them had good air flow. If you build yourself a PC its only gonna be as good depending on what parts you choose. Its the same for pre-builds.
If you only going for "looks" and price(cheap pc's), yeah it might be bad.
Even though I do this I still have a fan blowing on me and the case because the heat coming out my case is quite warm and helps I think move the warm air around
