Review bombing doesn't exist and all you advertise when you cry about it is that you lack the capability for thought.
The problem in CSII is not optimization. Ok, fine, it is, but it can be fixed. The real problem is the underdeveloped simulation mechanisms. The game is incredibly easy compared to the first one. One has the impression that things don't influence each other and even if they do... it doesn't mean much. I put the first city without care to check the interface and basic mechanisms. What I came up with was a monster that draws water from pollution, with poorly distributed services, stupidly established zones and production plants without production areas and resources. My city flourished, people were very happy and no one complained about anything. Additionally, I had negative income all along, and yet thanks to the changed milestone system, my financial resources were growing at an alarming rate, despite spending large amounts of money.
So I'm concerned about CSII not because of optimization. I'm afraid that half of the synergy needs to be rewritten for the game to catch on. Or worse, I shudder at the thought that this is intentional, because the game is supposed to be a nice sandbox for building nice cities, not a complicated simulator. With all my love for CS and the hope that the game will be back on its feet after a few updates, I advise against purchasing it for now.
It feels good, it's detailed and diverse. There is a lot to like there already.

Probably 10 times more problems in the simulation
It is across the board reviewing worse than its predecessor. I have no doubt it'll recover, but who sees this kind of launch as anything but heinous to awful is really, really putting their fingers in their ears.
