I'm having the same problem, there are no unoccupied buildings in my city, all are full?? So what does that mean?

if you change a road it might dezone an area you had previously zoned, rather than magically disappearing, the building will be abandoned, i believe fire stations services demolish them if you don't do it yourself.

But if you have non, i don't have a clue, t'is a bit buggy.

It means you overzoned, its a pretty dumb system. You cant "prezone" for expected demand, you can only zone to meet the existing demand. If you zone too many buildings, it will actually lower the demand and the ones that did get built will become abandoned and it leads to a feedback loop where eventually you just have 0 demand because theres too many empty plots of that type.

The best way to avoid it is to always keep a small amount of demand, so dont zone full blocks of stuff, just zone parts of the block and keep adding more as the demand increases again. It also seems to help to zone over existing lower density things with the higher density zones, because they wont start demolishing the old buildings right away if theres no extra demand, they only demolish the ones they need. Also by demolishing the lower density buildings, you create a small amount of demand.

Medium and high density hold a lot of households, I believe this usually means that you have buildings that aren't fully occupied.

Unlocking milestones is fast but population growth, education, and building upgrades are slow and will take time. Sometimes you just need to wait for the simulation to run and catch up after you have built some things.

build slower
I may have found the way to fix this:
No matter how we hate urban sprawl, building an adequate amount of low density housing is necessary. Based on the aging system, children only live with their parents in the suburbs, so if your city does not have enough low density houses, there would be not enough children to grow up to ask for higher density apartments.
My city was plagued by this problem for a long time until I finally gave in and built a bunch of suburbs and the demand for medium and high density housing slowly emerged. Therefore, try build slowly, and provide your housing supply with both low and high density as balanced as possible, we can then finally create a beautiful cityscape.

Go into the housing view from info panel. All your residential will be green. The darker the color, the fewer inhabitants. If is black, is likely empty. You have to go around and look for them. Delete them and demand will come back. In CS1 a building would get abandoned and an icon would tell you, CS2 does not.
