That's not the "minimum" specs, that's the recommended. SMH?
I would suggest low shadows, 1080P res, and you should be able to run the game pretty much fine, the problem is that these people think that this new optimized game is the same as the old. You don't need an RTX 4070 Ti to play this game with 64GB of ram.
Unless you download over a thousand mods, there's simply no reason to do that. Although I gotta be honest, if you have 16GB ram, you might want to upgrade that if you can, because once the city grows, it's going to be draining your ram pretty fast. I'd highly suggest 32GB ram.
You didn't mention your graphics card? If you have a medium end graphics card, it should be able to run it just fine.

The igpu will pull the handbrake on everything I'm afraid.
When you play the game, it would also be good if you look into a task manager every now and then, to see if the game still has enough free ram.

I am in the same position, I have a 5600G, and 32GB of RAM, but cannot spend money on a GPU right now :(
Others have suggested getting a month of GamePass for $6 to test your system.

As someone who has now purchased the game and tried it out with a 5600G iGPU (set to 8GB with 24GB system RAM remaining)
Very Low settings at 1080p are 15 -19 fps for the start of the city and will go lower as the city grows.
