The average number of citizens you can have in a single square are around 50 000. (Without mods btw)
The whole problem is the LAGS.

You probably need a pretty powerful computer to run the simulation with 2 million cims.

We build a city center metro for about half a million people..
I'm sorry to say, but it's not weird.
They did, however, really make it easy to move around town to the point in which most people don't use their cars anymore to go from one part of the city to the other, but rather just take the metro, 'cos it's faster and it's cheaper.
Everyone here knows that the building limits drove the change from the beginng.
No mod will deliver more than 1048 and I have more than a dozen cities at that very limit and at least one
At every limit concurrently.
So Lausanne, Rennes and San Juan are not realistic cities?
Are you going to tell me that the 50+ million annual ridership of this system only comes from these low populated cities or from the 1+ million people who live in the metropolitan area and use the system?

Copenhagen has 600k population and has metro, but it's a metropolitan area of 1.4 million people that are all users of the metro system.
We CAN reach 50 000 citizen PER SQUARE. And I have solid proof of that with cities I had been working on in the past.
If you are kinda good with math.
We can calculated that if you play vanilla.
Your objective should be around 450 000 citizens.
If you add mods, 81 tiles will be able to get that 4 Millions.
BUT
Lags + Variable limit wont give you any possibilities to get it.
Step 2: Download all the fast-food asset mods you can find
Step 3: Don't build any parks and make city unwalkable
Step 4: Zone lots of low-density commercial for all those fast-food joints
You will now have a huge population.
To be serious though, I'd also be interested in buildings and workplaces having realistic populations and workforces respectively. Even if it's just an artificially inflated number that also contributes to the total city-wide population. A large office block with only 16 employees just looks dumb. A typical McDonald's has way more workers.
