You're running and planning a city not a nation. When it comes to war time mayors don't have an input into military plans.

You can add "war" on prices, like adding incentives that decrease or increase prices in the city, if its basic commodities or housing, this can cause a "war" between cities

National Guard. Provides jobs, generates revenue for local business, certain industries can ship their products there, and can assist in the event of a disaster or other major incident.

I mean i would not mind having like a military missile factory or something to rake in billions of dollars and then fake some kind of conflict over seas so the military industrial complex orders more of my missiles.

A war mode is not possible and not realistic. But a war factory or a military base is an option. Some cities have an area that is dedicated to a military base airforce or landforce. So there is someting possible. In my town we have an airforce base for decades and it provides employement. It also gives noise ofcourse. But every four years there is an event which attracts lots of tourists.
