Steam key resellers can be sketchy. They'll buy up keys with stolen credit cards and then sell the keys to make a profit at the expense of both the victim of the credit card fraud, and the person who bought the key who will often lose access to it in the future when the fraud is discovered.
...If one buys 50000 keys with instant ( advanced, before game release ) cash payment as a reseller, one can sometimes get huge discounts - Such B2B key batches are often non-refundable between the publisher and the reseller.
It's just one variant of game key business, not all of them are shady.
There are also promo key bundles, which can come bundled with hardware for example. These kind of keys can also find their way onto the public in larger quantities, some batches will show up as "Product received for free" on Steam, some batches not.
There will be more constellations on game key handling, I don't know all of them.

Looking at the steam price across regions it's currently 420 Turkish Lira for the base game. That's equivalent to £16. Companies like these purchase the game there and then sell it to you for £27 and take the difference as payment.
who did you order from? i havent got my key yet. should be able to redeem it now?
