They sorta do, afaik they have shelters and such, you'll get notifications over the radio.
There's one weird looking disaster tower which looks like they've just plugged everything in to one building in C:S2, and it acts as the siren - I don't know if it covers entire map or you need to place multiple of them (modded siren assets would be cool if you can place them around the city).
In Disasters DLC I loved that sensors had to be placed around the city, and that radio reception was important for spreading news of disasters.
They will probably expand on it with a DLC no doubt, i did like the Disasters DLC for what it added tbh.
I may have a good solution to your desire. I have 13 real life modeled sirens including FS 2001, Thunderbolt, Whelens etc. that you can place in your city. These are not functioning however, they are simply props, but they look really nice. I had fun building a "fake" siren system and mapping the coverage zones throughout my city. I cant upload my screenshot to this post for some reason. FRIEND ME, and I will send you the picture of one of the Whelen 3016s I have in my city and tell you how to go about getting these usable for yourself.
