Paradox announced today (Oct. 16) that they are NOT going to use the Steam Workshop but instead use the Paradox Mod feature. Since it isn't ready yet, no idea how well that will work. Guess we will all find out.
Nope. Freeze frame on Dev Diary #4, I believe it's around the beginning "paradox mods" that's not steam though is it?

CS, CO, Valve, Paradox, Steam, Does anyone really see any difference? As long as they work to give me what I want, I don't care if the mods come from Santa's Workshop at the north pole.
Valve owns Steam, not paradox interactive. So no, Steam mods are not paradox mods, sorry to hurt your feelings but there won’t be a workshop. If I’m wrong, congrats you win everything against me for life.
