Not worth.
It is like you are the CEO of a factory that produces shoes and sockets and they have both the same production costs.
You find out that you sell 100 shoes a day but only 1 socket a week, and you realize you better scrap the socket production and focus on shoes only.
Country -> County -> Your city and you build your city and connect to other cities in your county. Then you probably have some council players that play on country level where they build infrastructure to connect different counties/states and establish trade routes to different countries and make trade deals.
Game that is like world politics with city building in one. But if you only have one city that you're building then multiplayer is an absolute waste of dev time.
Go look up what Multiplayer did to Simcity. Then get back to me. It's the fact it also made Singleplayer a total clustertruck that makes a lot of people wary.
So I just wish devs would add this feature so modders won't have to do this by themselves.
And the idea itself is very cool.

The problem wasn't the multiplayer itself.
The problem was the poor implementation of multiplayer, which is the main thing in this game. The multiplayer features in SimCity 2013 are still clunky, unresponsive, and buggy. And, to be honest, underwhelming.
Also the terrible start.
And the fact that SimCity 2013 was designed around multiplayer so it is very different from other city builders especially from the classic CimCity.
And there still are serious lag issues.
The problem with multiplayer city builders in general is that these city builders are designed around the idea of "do anything/build everything". And the multiplayer/cooperative mode implies, well... cooperation. What is the point of cooperation if you can build and do everything yourself?
