to my knowlegde of two miniutes on the subject i found out that you can use the supcom map editor .... you can also check the link Sheppard gave you it probably has been asked there aswell ....... use the search option...

I don't think you need supcom installed but i found you a download link to a version of the mapeditor http://supremecommander.filefront.com/file/SupCom_Map_Editor;79975x

if read that when making maps for FA it should not be larger than 40x 40 but i could be wrong
take a look at the GPG forums or the forums at FAF

If never worked with the mapeditor so my knowledge is limited just soak in some of the threads on gPG forums or FAF forums and you'l have a headstart
