Supcom is mainly just an rts game so any rts game is comparible.
If the theme is your biggest problem, are you looking for a more wo1-2, 18the century, medievel or ancient theme?
apart from that what aspects of supcom do you like to see in the game?
As for theme, i'm looking for something from the WW1-WW2 era into the 21st centry.
Ashes of the singularity is another choice.
Springrts is free and some of the games made on it are on steam. Zero-k and evolution RTS.
The rest you have to buy.
There were some mods in the making back in the days like Modern Warfare or WW2 mod but sadly cancled by the devs.Such mods i would greatly appreciate......would just be awesome
Nevertheless, I shall muster my (guise of) knowledge of the Real-Time Strategy genre in an attempt to resolve your enquiry.
Non-science-fiction RTS titles seem rather limited to smaller scales of battle on account of historical accuracy or balancing the micro-management of fantastical powers.
The Total War series is famous for historical settings and large scale (and more recently, the Warhammer setting), but includes grand strategy ('world' map, turn-based, diplomacy) between real-time battles.
Age of Empires II is old, but remains the best RTS according to Steam250[steam250.com].
The Company of Heroes series, created by the same developer as that of the glorious Warhammer 40,000: Dawn of War series, enjoys a World War II setting, and features (so I have been told) the same solid controls and mechanics as Dawn of War.
(Bonus advert: Warhammer 40,000[tvtropes.org] is an amazing universe of incredibly powerful warriors, endless lore, and grim, galaxy-shattering warfare.)
The Stronghold series is rather different to standard styles of play, but may be worth some investigation.
However, I think Wargame is most likely to fit your criteria.
Otherwise, non-science-fiction RTS games on Steam may well be limited to more indie titles in repetitive settings.

In Wargame you define your units at the beginning of a game and then use them in the battle. The defined army is all you have, but you don't use them all at once.
