The first choice IMO.
Overall though I think UEF might be better. UEF has the best transports in the late game (and is generally amazing late game in general) and their gunships are quite solid; their T2 can transport one T1/T2 unit (so you can add a bot for more dps or drop down anti-air) and the T3 equivalent is quite powerful. For naval their frigate's radar jamming ability lends itself to some fun maneuvers, they have a powerful late game with a battleship that excels at bombardment and a battlecruiser to protect it, plus an experimental submersible aircraft carrier.
Plus UEF has amazing defensive capabilities, which gives you some cushion if you're new to the game.
Actually, I think they kind of follow from each other, becoming equivalent in the context of faction comparison, but philosophy is more over-arching and therefore easier to understand and to compare your own thinking: Supreme Commander does a fantastic job of creating four diverse factions in terms of philosophy (the motivations, character, emotions, if you like) and demonstrating those philosophies in the armies of the factions (all while keeping them balanced!). Therefore, I think that if you select the 'correct' philosophy (the one you connect with most on a personal character level) and so the correct faction, then -as wishful thinking as it may seem- you will find that your strategic thinking is both supported and accentuated by the army of that faction.
Of course, this judgement is based solely on my experience with my own favourite faction, the Aeon, whose philosophy is that of enlightenment, efficiency, and doing what must be done. I connect with such concepts very well, and see them exemplified in the army of the Aeon by the stat adjustments compared to the other factions, the unique units available, and the type of play that is optimal for the resources (army) available.
But, as has been said so far, I think you would be better off with either Cybran or UEF - perhaps aggressive and stoic UEF more than guerrilla tactics Cybran.
