"Dear photographer" quest fails to work

I've looked up footage, supposedly if you crouch in front of the camera, a prompt comes up to pull out the photos (which I already got from the shoebox) this prompt doesn't appear. am I doing something wrong? help?

supposedly it's bound to the binocs key, but pressing it in the location does nothing (takes out binocs), it just says i'm in the search zone, despite being in the exact spot all the videos show.

Holding z brings up binocs. I know the exact spot, and I've tried this.

Have you read the note, first? I never had a problem, but I always read that note first.

yup, and other peoples footage shows the prompt comes up for the binocs key. mine doesn't.

Had the same problem but figured out how to get it to work in case anyone else is struggling to find a solution.

Stand on the mat in front of the camera, facing the target, and hold down Z (or whatever your binoc button is I guess). It should bring up the photo and let you finish the quest.

^ Yup. Need to stand on the mat and don't need to read the letter either. I was reading them at first until i couldn't be bothered.
