Lost Sam Fisher's outfit
I picked up the Sam Fisher outfit during and expedition. After the expedition, I wore the newly gained outfit. Then, during a new game session, I noticed that I lost the outfit... Is it normal?

Did you get it as the Guest in a co-op game?

I am so glad you mentioned this! I played solo too and beat the whole game 99% and during that expedition I got that same Sam Fisher outfit but never put it on so towards the end of the game I decided to put it on and guess what? I no longer have it anywhere? So what is up with that?

I pressed the laptop and the locker opened and his outfit was there and I took it and the game showed I got it but it is gone, nowhere to be found?

I went back to that now level 3, expedition and somehow I can't do it again or find it so why? Do I have to start a new game? Currently, i am playing coop with a family member so I wonder if I can get it again as the client or do I have to start a new game and hope I can get it again and hope it stays in my inventory so I can put it on when I want too? If this happens to many of us maybe Ubisoft will try to fix it?

Yes, maybe they'll fix this, but I don't think they check Steam's forums.
