A simultaneous PC and English PS4 release is definitely possible, but it's not confirmed, there's still a chance that they'll do a English PS4 release first. We should wait until 20th when Gamescom begins and we'll see how it goes.
Simultaneous PC / PS4 release is technically possible but would involve some tricky project planning with much potential for things to go wrong: whatever external studio had the port outsourced to them would need to use the Japanese PS4 version as a code base and fill with placeholders for translated text / UI elements since . . . well, I've posted here about the whole mess of Yakuza 3 PS3 ad nauseam, short version is the localisation needs *serious* work.
It's RGG Studio's priority, I'll give you that (well, that and the mobage) but under the "packaged games" sector Sega's biggest franchises include Football Manager & Total War which are PC titles, Yakuza series is now considered PS4 / PC, the recent investor presentation mentions "Growth of new platformers [sic] such as Steam" as a factor in a better-than-expected performance in "packaged games" (helping to offset losses from overspending on developing mobile games, some of which got cancelled prior to launch).

Yeah I didn't even think of that aspect of it. That would definitely make it harder if work has already started on it but I still doubt that it has unfortunately. I still expect a PS4 release first even if a PC version isn't too far away.
To be honest at the moment I just hope that it is actually real even if it is just for PS4 right now. Just because SEGA has been so quiet about the western release for the remasters, I've been starting to worry that they weren't coming.
Either way, I'm fine with the game releasing on PS4 months before PC.
Keep in mind they ported 3 games from the PS3 to PS4 in less than a year, which is honestly amazing to me. Keeping in mind that the PS3 hardware (especially the processor) was completely different from PS4, which did not make porting any easier.
Besides, when Toshihiro Nagoshi was asked back in the day if his teams are capable of only developing for certain platfroms, he did emphasize that one really requires a team that can develop for anything. It is very possible they have many different programmers with a wide variety of skills too.
Anyways, I'm going off topic, but yeah. QLOC should not handle another port, but I really think at least SEGA Europe should get an in-house team to handle the ports to PC, to avoid these issues, IF the RGG Studio absolutely cannot ever help.
SEGA Japan definitely have their preference for releasing things on PS4, that is clear, however the investors and the people in charge of SEGA as a whole are the ones calling the shots and they have expressed that they consider the series a PS4/PC one.
You have to remember this is a very new direction and games like Judgement and Shin Ryu Ga Gotoku have/had been in developement since before Yakuza 0 was even announced for PC and they saw how viable the PC platform was in terms of making money. I think the real test for how far they are willing to go will be with the next title announced which obviously may be some time away because it will be the first one developed with the PC audience in mind.
My thoughts are if SEGA didn't want to bring more titles to the PC in the future why would they say they want to hopefully eventually get simultaneous releases with the PS4 versions and that they are officially considering it a multi-platform series?
