This is actually the first game. It's been a while since I played it, but it looks like switching sides wasn't available in this game (-> the gamepad can be configured in the options, and I didn't see such an option).
They added it for the successor (GundeadliGne).

A lot of shoot 'em ups don't allow to change directions, so this was probably intended.
