In your case I don't see why you bother using SAM to unlock every achievement of every game.
OCD mostly. If I have achievements there to unlock, I will waste ages trying to earn each one. Which usually involved NOT playing and enjoying the game and just going through convoluted nonsense to get arbitrary achievements. So when I get a game, I get all those out of the way so that I can just sit down and enjoy the game without having to constantly stress over unlocking achievements.
It could be a decent build for sure, but the reasons for going this exact path seem futile. For example, there is also a perk at lvl 9, which needs 9 perception and 9 charisma, which ends up giving you a lot of extra perk points. A 10 brain character with Silver wing will collect 22 SP and 25 SP after taking observant.
Personally I find it really difficult to create a character around Renaissance Man, knowing it can never be specialized. It's a very attractive perk, but in the end you end up raising stats you do not really need or use (Your "B" stats) , opposed to gaining or creating synergies.
I think slacker + silver wing is a better combinaison.
