I believe the first part would help, what are you missing?
Something is obviously configured incorrectly.
You could try rewriting your wolfenstein config file.
It may solve your issue, it may not, but it won't do any harm to try it...
Locate wolfconfig.cfg in...
:\Program Files (x86)\Steam\SteamApps\common\Return to Castle Wolfenstein\Main
Copy it somewhere safe first, then delete it from the "Main" folder listed above.
When you restart the game, the file will be re-written correctly and might solve your problem.
If it does not, you still have the original file saved to replace it with.
There is no wolfconfig.cfq file, or anything starting with wolf for that matter

I would however recommend to go with ioRtCW instead.
Download latest version of ioRtCW from here: https://github.com/iortcw/iortcw/releases
Click the .zip file that corresponds to your operating system to begin the download.
Note: Download "patch-data-141.zip" too and extract it to your main game folder before going ahead with ioRtCW.
I am gonna assume that you are on Windows so it's either iortcw-1.51c-win-x86.zip or iortcw-1.51c-win-x64.zip to download.
If you are unsure about what OS version you're running (x86 or x64) press "Windows key" + "R" then type in "msinfo32" and click OK.
It will show you if you are running x86-based PC or x64-based PC.
Or you could just click on Start -> Settings -> System -> About and see if it says 32-bit (x86) or 64-bit (x64), if you're on Win10.
Extract or open your downloaded file.
Open folder so you can see the Docs and Main folders + executable and .dll files, move all of these over to your main game folder ("X\Steam\steamapps\common\Return to Castle Wolfenstein").
Rename WolfSP.exe and WolfMP.exe to something like WolfSP0.exe and WolfMP0.exe, it shouldn't be a problem if you rather wish to delete these two files either but this is how I did.
Copy ioWolfMP."x86/x64".exe and ioWolfSP."x86/x64".exe then paste them in same folder, this creates copies of them and you are to rename these copies accordingly to WolfSP.exe and WolfMp.exe.
Done, you can now launch game from steam.
I am running the game in this configuration in Win10 pro 64-bit with RTCW Venom Mod, runs beautifully.

did not work for me.says invalid pk3 files referenced when trying to join games
What did work was i found in task manager that even after i closed the process for wolfMP or wolfSP.exe files, steam thought game was still running. i go back in task manager and by chance i noticed two processes labelled rundll32 ... i closed the smaller one (1800kb) and still running. closed the larger one (15,000kb or so) and viola. that was actually something to do with why steam thought wolfenstein was still running. i will try to recreate it again to verify.. but im pretty sure .
Hmm, then try download "patch-data-141.zip" (from the same github link) and extract those files over to your main game folder before going ahead with ioRtCW, may solve that thing about invalid pk3 files at least.
