Yes, completely changing your build should take a little work. Although it can be done far faster then that. It took me 30 minutes and I was a noob who learned alot on streamlining it.
I mean getting to level 15 is easy and there isn't much you aren't breaking yourself at level 15. You only have 2 skills even specialized and you can clear story with no points in the skills at all.
It's the exact same topic.
I swapped my skills all the way through to level 60 every 5 or so levels and never had an issue. Even trying new skills in Monolith is fine. They increase the base points more and more as you level and you get XP boost to catch up.
Only try out 1 new skill at a time rather than swapping multiple.
Personally I like it the way it is as it makes me think a llittle and go over the skills in more details.
If they remove the "penalty" people will next want to have the ability to store multiple specs and swap on a button press, which would be terrible.
Lol been play since 2019. U should have been there before they changed how respec works vs how it does now.
Yes it actually is a 10 minute process even at low lvl it really doesn't take that long
It's actually a really good system.
Don't think u understand why the respecing is the way it is.
It's there to stop u from swapping skills on the fly like u can do in diablo 3.
This makes it so u can't just swap skill on the fly to deal with a boss or swapping to clear skills on the fly.
When u can swap on the fly u don't have a build u have everything.

The better solution to your problem would be to make respeccing easier during the campaign. Either by raising the minimum level, increasing the XP coefficient, or both. That way you can easily experiment with different skills as you're leveling.
We already established that its super duper easy to change skills. Why do you wanna waste 5 mins on doing arbitrary stuff when you could be having fun?
