This. Get movement speed on boots, amulet, rings, and of course from your skill trees. 25% was enough for me to easily keep up with the moving speed.
Also, if you have immunity on traversal, you can use a traversal skill to jump through the beam.
Beyond -- perhaps some obvious or already applied options but saying them anyway: see if you can add more health, healing effectiveness, potions slots, armor & resists if needed. Maybe drop your movement skill off the bar & instead take a[n unspecced (or respecced)] defensive or heal skill just for that fight. Redo some passives for defense. Check if you've got a mono debuff that can slow your speed. Never feels good dropping damage and feeling weaker, but better to survive, right?
[Commiseration. I'm not that much further than you & running what I assume is an underpowered build, and I'm not loving some boss encounters. I've got a dedicated spec'ed heal, and I've struggled badly on a handful of fights. Can't imagine how good some builds must be to make it through with only dropped potions; I'm needing dozens of heals sometimes. Get gud? I dunno...]
Good luck.
Similar experience, trying to beat him with a summoning druid even with speed in mid 30's is just a no, fix please

Trash mechanic is trash no matter how you cut it.
