If that isn't the cause, then probably a full uninstall is in order. I had an issue where the game abruptly started doing weird things, like not letting me make Unique Units and Unique Buildings. In other words, playing as Poland, I could not make Winged Hussars and build Ducal stables at any point in the game.
So, after trying various fixes, none of which worked, I fully uninstalled the game and then re-downloaded the game from my library. That fixed the problem, and I haven't had any such issues since (that was last year).
The game is not in "One City Challenge", although as the active player, it acts as if I am, just not any of the AI players. I've never selected "One City Challenge." I've also noticed that "One City Challenge" is no longer available to me as an advanced option when setting up the game.
I've gotten my population over 7, and settler still never shows as an option in my one and only city.
If I enable mods and I create a settler in the game editor (Mod), the settler does not have the option to create a city. Problem exists with or without mods enabled.
I've uninstalled completely and reinstalled . . . it has not corrected the problem.
I've turned off all the DLC and tried the base game; problem continues.
I've deleted all the files in the CIV V directory and forced it to download and reacquire through game file verification ; problem continues.
I've deleted all the files in the CIV V directory and then copied all the files from another computer (that does not have the issue). The game will initially not start. I verify game files and it finds the standard 6 that need to be reacquired. The game then starts, but the problem is still there.
One thing I have not tested is if I capture one of the AI cities that has been creating settlers, will the city continue to have the ability to create settlers under my control.
