Cannot Create Settlers or build new cities ("One City" Mode NOT selected)
I tried to play normally, but when I went to build a settler in my city, the option was not available. I had met all the requirements to build a settler (city size, etc.), it just would not offer it in the production dialogue. At this point I checked game file integrity and found that 6 files, (later 3 after a computer restart), files that did not pass and "would be replaced." They never get replaced, which is unusual. I even tried enabling a mod with the game editor and created a settler from that. The settler was created, but there was no option to found a city in its menu. I've uninstalled and reinstalled the game multiple times with no change.

If I go back to one of my saved games from a month or two ago, settlers can be built within the saved game and function just fine.

I've tried all kinds of variations in creating new games (map size, difficulty level, different civilizations, game speed, with mods, without mods) and all have the same result. I also cannot find the "One City" challenge option in the setup anymore. I had seen it many times, but had never tried it. Looks like that has become the default and I cannot correct it.

Anyone else? I originally posted in the thread about "Six game files found and will be replaced." but no one ever listed a game problem and the thread seemed to be relegated to the "so what" category. Any way to identify or fix the bad game files that were identified for replacement?

Just to exclude the possibility - you did not play as Venice, right?

No, have never played as Venice. I've also now noticed that other AI civilizations can create settlers. I, as the player, cannot.

Make sure "One City Challenge" is not checked under the Advanced Options.

If that isn't the cause, then probably a full uninstall is in order. I had an issue where the game abruptly started doing weird things, like not letting me make Unique Units and Unique Buildings. In other words, playing as Poland, I could not make Winged Hussars and build Ducal stables at any point in the game.

So, after trying various fixes, none of which worked, I fully uninstalled the game and then re-downloaded the game from my library. That fixed the problem, and I haven't had any such issues since (that was last year).

The game is not in "One City Challenge", although as the active player, it acts as if I am, just not any of the AI players. I've never selected "One City Challenge." I've also noticed that "One City Challenge" is no longer available to me as an advanced option when setting up the game.
I've gotten my population over 7, and settler still never shows as an option in my one and only city.
If I enable mods and I create a settler in the game editor (Mod), the settler does not have the option to create a city. Problem exists with or without mods enabled.
I've uninstalled completely and reinstalled . . . it has not corrected the problem.
I've turned off all the DLC and tried the base game; problem continues.
I've deleted all the files in the CIV V directory and forced it to download and reacquire through game file verification ; problem continues.
I've deleted all the files in the CIV V directory and then copied all the files from another computer (that does not have the issue). The game will initially not start. I verify game files and it finds the standard 6 that need to be reacquired. The game then starts, but the problem is still there.
One thing I have not tested is if I capture one of the AI cities that has been creating settlers, will the city continue to have the ability to create settlers under my control.

Do you have a worker, or a religious unit in the city? Either of which will prohibit you building a settler until or another worker or religious unit, it moves out of the city

Such units may be "built" but not "purchased". If the city already has a same-type unit, gamer will be asked to move the resulting "built" duplicate unit upon completion of the build :CapitalDome:
