Ada's motives are not explored in the slightest in this remake. I would recommend playing or watching the cutscenes from RE2 from both Leon's runs for more info. Also, if you played RE1 you'd at least get a hint that she was not an FBI agent to begin with.

Well, I don't know if during RE 2 worked for Mr Whiskers but later on she does but she has her own agenda, even during RE 6 not much is explained about what her ultimate goal is.

Ada is no villain and no heroine, she's just a misterious character with a misterious purpose who pretends working with others when she actually isn't. Her true goals has never been made clear, the only thing clear is that she doesn't mind allying herself with either good or bad guys (and then later betray them if needed) in order to achieve whatever those goals are.

She's a mercenary, doing jobs for whomever pays the most. I guess her official title must be spy, which isn't wrong either, but at her core she's a mercenary. No concrete affiliations, so she could be one of the good guys if they paid her better than the other side 💁🏻‍♂️

She also seems to genuinely like Leon. She helps him when he's in deep crap and she really didn't have to, so...

I think she is merc/spy working for the highest bidder - I think there was another Company like Umbrella and they sent her to get the Secrets.
