I'm assuming that's required to finish the game on hardcore to unlock the best weapons? Would it be possible to finish the game on hardcore in less than 14,000 steps?
Actually no. To get the infinite Rocket Launcher, you need to beat the game under 2 and half hours, while saving 3 times max, and cannot use infinite weapons, except for the infinite knife. its very doable if you know the fastest routes. But safe the 14,000 steps when you unlock infinite rocket launcher, you'll be 1 shot killing everything, and should make it a breeze.
It can be done with regular weapons, but you have to plan your routes correctly. And you can do it on any difficult i believe, all though i did on standard myself.
1. A knife is a weapon so that statement contradicts itself.
2. You can only have one of a weapon in this game (I.E. Handgun, Shotgun, rocket launcher) not multiple copies of it, so there is also no such thing as infinite weapons.
And don't bother trying to saying things like "He knew what I meant", because what you literally posted is that there is an unlimited number of actual weapons themselves.
Case in point: There is only one SMG in the game, not an unlimited amount of them.
You can get every weapon and upgrade, plus most ammo on either scenarios under 14000 steps. A speedrun is not even 8000 I think, so there is plenty of room.

Anyways.
You can get the 14k step achievement on hardcore, if you want to. I did it on Claire's HC B run. I suggest only to know exactly where you need to go. I wouldn't diverge from the path and explore at all. If you do that, it's a pretty easy achievement.
