After the success of RE2 remake why wouldn't they remake it? They also have the engine and a lot of the city made so development will be quicker than RE2 remake.
That said I don't think it's anywhere close to being release. That link is false information. Unless capcom says so themselves any "♥♥♥♥" is false.
I don't see why it's so unfathomable to a lot of people they had two teams working on RE 2R & 3R concurrently with closely matching release dates.
Having said that, however, it doesn't appear that RE 3R will have a 2020 release date and the host & producer of the awards show is denying the ♥♥♥♥ that the game will be making an appearance on 12/13.
It would seem Capcom wants to spend a little extra time tweaking the RE engine and probably addressing fan concerns or complaints so the shortcomings of RE 2R don't reappear in 3R.
Capcom is of yet to make any ♥♥♥♥♥♥♥♥ statement, but a little TLC tweaking the game would be my guess at least.

How does that article confirm it won't be out in 2020? As the article goes on to state, there are still several events they can announce it at that are all relatively soon
It very clearly says "Resident Evil 3 Remake" in the link... : P
Considering the obvious environmental clue pointing to Nemesis, how similarly the two will probably play and a shared environment that just needs tweaking to be used; it will probably release in 2020. I don't know about March but it could be possible if they were developing Remake 2 with Remake 3 in mind. Who knows how much development time went into Remake 3 before Remake 2 released.
I think Capcom had invested in both projects and still would have pushed out 3R at the bare minimum even if 2R hadn't met their sales goals and expectations.
They would have probably stopped other planned remakes at the 3R mark, but once the decision to reboot RE 2 had been made I fully believe they intended to follow up with 3R regardless.
Now the chances are good for 3R and more remakes to follow.
