How to get back in the Control Room in the Sewers?
There's a Dial Lock in the Control Room that I found the solution to in the Workers' Break Room, but I can't figure out a way to get back up there. Is it even possible?

I am a complete moron. You just have to go through the lower waterway and it leads back up to the control room.
Can you explain me how step-by-step?
I've been searching for hours and I can't really get back to that room
I really think we should pin my post, because a lot of people seem to have the same problem over and over again:

From "Monitor Room" take a bridge, go to a door on your right, and the rest you can see on my screenshots.

Basically, you reach it the same way you reached it for the first time. I was having troubles too, but turns out I was just stupid.

It's possible, I remember figuring it out on the map while I was returning to the RPD, but then I forgot to stop by on my way back, lol.

Can you tell me how you get up there? I've been trying for a good 30 minutes but I just can't figure it out.

Don't you need to use the rook key to open up the big gate between the two sewer access rooms and then proceed through the gate forward?

Those 3 letter combo locks are easy to open without finding the codes.

Make note of the first letters that each roller starts on.

select middle roller, cycle through the letters 1 at a time. tap the key and left click, on each letter, you can do it pretty fast.

Cycle through the middle letters, move the far right roller one spot to the next letter, go back to the middle cycle the letters again, go to the right roller, change it to the next letter. After you have cycled through every letter on the right side roller, move the far left roller one position and repeat.

It sounds a lot worse than it is, when you get the rythm of ticking a roller and left clicking immediately, it goes by really fast. Should only take 5 mins if even that.

Do you mean the bridge between the Water Injection Room and the Worker's Break Room? I've been going through that part of the map for a while and it doesnt connect there.

There's shelf that you can push in the room, it's the shelf with yellow tape. (It's the room on the same side of the rook plug).

I've pushed the shelf and gotten the Lightning Hawk upgrades from that place, but the path towards the machinery room is blocked by the broken scaffolding and the second lift takes me back up to the Police Station. Am I missing something?
