How do you build a wand?

I always start with some crappy little shooter wand and another one that can make 3 bombs. I read about some guy recommending what to build for a wand - how do I do that??? Does that get unlocked later?

you must at least finish the first level, you can build your wands only in a safe zone between levels as far I am aware

There is also a perk: Edit Wands Everywhere. Personally, I use a mod to start with the perk since the game is 100x better that way.

You mean "100x easier", huh.

The only way it makes the game easier is in the way you can keep situational spells like Circle of Vigor or Nuke in your inventory instead of dedicating a wand slot to it. Other than that, it just saves a ludicrous amount of time carrying wands to temples just to tweak them.

you can't re edit wands in temple by going back inside anymore.
