All versions of Control show as "Ultimate Edition" on steam because of the idiotic way standard was added to steam.
The DLC was available for purchase on steam for the duration of its inclusion in humble choice, and has since been removed from the store along with standard edition with no comment by 505.
You can still get the dlc/season pass on humble's store if you want them. Just be sure to pick keys for steam, not epic.
They'll still activate fine.
Also have you done each of the required things to unlock the DLC starts? In my playthrough I unlocked the start of the AWE missions about a 3rd of the way through the campaign. The Foundation DLC tho didnt start for me until I completed the main story. Maybe look up the requirements if you dont already know them. My best guess would be 1 dlc needs a high enough security level and the other dlc needs the story finished, I could be wrong tho, hope this helps

standard + dlc will still force you to be perma online
$20 AUD from humble store for season pass which is more than I payed for the entire bundle that had Control in it :/

why you think standard has like 10gb more then ultimate edition with all dlcs?

just out of random curiosity, since it's always-online, would this game have any anti-cheat or way to ban you if you mess with the files? totally not to get the dlcs for free, nope, definitely just for mods and stuff yeah
So the DLCs are no longer on steam even though it is advertised as Control + The Foundation + AWE? If that's the case It still doesn't explain why Steam is telling me I own the DLCs and have them installed. I had zero issues with the game up until this point, but after completing every mission I was assigned, I thought the DLC would let me go to another sector or something to start the story. But after looking online, most guides. forms, walkthroughts, etc. says I should of gotten the mission A Dark Place after beating the 7th part of the story. So if I can't buy the DLC through steam anymore I just don't get why it would tell me it is installed, and if it just isn't going to work I will try and get my money back (even though steam will probably tell me I've owned it too long) because i Don't want to spend an extra 10-20 dollars for something I might not even be able to redeem because steam says I own it.,
