Can anyone tell me where the traffic light is?

In the mission Langston's Runaways, I've dealt with all the altered items except the traffic light. The game tells me it's in the panopticon, but after looking everywhere (I think) I still can't find it. Could someone tell me where exactly it is and how to find it?

Panopticon, Fortified Section. The same room where you fought to boss to get Levitate. The room with giant steps that leads into twisty hallway with white light at the end and then the boss room. You remember the hulk boss with shield and you pick up the ID card afterward? That room.

If you don't know what I'm talking about, look at the bottom pic. It's that room.

It's on the same floor as the Fridge and the upper Control Point of Panopticon. Just cross the bridge to the other side and it's right there. The door is already broken open.

To add: you don't need to hide from the red light. Just stop moving on yellow light, stay in place on red, move on green.

it was fun to play green light red light..used to play that game in the playground when i was young.

I have tried so many time but with no successes.... I get to first wall then get move back out at next red light ????
