It's literally been 1 entire day. Give it time. The game is very well optimized compared to say Ubisoft or EA games.
Well.. Pre-order once, shame on you. Pre-Order again, and you have some screws loose.
But if by any chance you have nvidia card (rtx or 10 series) or g-sync monitor (or both) - pester nvidia, because it's their fault.
Also, check nvidia panel if Hitman 2 is not set to adaptive sync or half-refresh.

It is pretty much a potato, but when looking at a wall and zooming into a wall, it still sticks to 30
