Haven't figured out if you can actually use it yet, but they both certainly seemed high when they were floating 3 feet above the bed when I entered the room. Someone call a damn exorcist!

As far as I can tell, there is only ONE purpose to there being a joint in Hawke's Bay, to let players know that this neat little thing is still present and will be of SOME use in the future. Too bad the devs didn't carry forth a Blood Money utility, the ability to poison consumables with syringes. Take it a step further, the ability to refill a syringe from a liquid vial would be nifty, too. Too bad, also, that the hallucinogen from Colorado's Freedom Fighters isn't an inventory unlockable. "Get 'em off! Get 'em off me! Augh! Cobras! Cobras!" That would be hilarious.
I do agree that the sedatives are relatively useless, but there is one fairly good use I've found for them in Hitman 2: Poisoning air systems, when you're given the chance. On Whittleton Creek you can easily KO an entire room's worth of guards, including your target, then waltz in for cleanup, and I BELIEVE that doesn't invalidate Silent Assassin, because everyone's locked into an animation and incapped.
