Incorrect, it's currently available for free for everyone during the Winter Season Event, just like Paris was free for everyone during the Christmas Season event
Seasonal events give an entire location plus a new mission within that location free to everyone no matter whether they own any part of the game or none at all, but only for 3 weeks at a time
Legacy Pack would be to own all of the remastered missions/locations from Hitman (2016) within the shell of Hitman 2, but that doesn't change the fact seasonal content is a new mission and available to everyone for 3 weeks at a time

My original post in response to him linked the Hokkaido install to correct his problem and said nothing about the snow festival
My response to you was to simply point out that currently you do not need to own the legacy pack to install it (which is what you claimed)
Anyways, I'm confused and I guess it doesn't really matter, for the most part.
Had you bothered to read what I posted (which you clearly didnt) you would notice you can play Legacy Maps one at a time for 3 weeks (and then they go away) during seasonal events
Paris was available for Christmas Season event, Hokkaido is available for Winter Season event
I've given you all the information and links you could need to understand all of this easily
Regardless, no need to jump down my throat for posting an alternate way to download your DLC, y'know, the intended way... rather than a third party site to do it.

Thanks for your both support. Finnaly I managed to download the Snow Festival Hollaido Level with the help of Kunovega`s link. Thanks a million for this. I did not ignore your advice in the first instance but simply did not understand how the installation form the link page workes.
After that I had the Hokkaido level in my DLC list and could download the free level owning only H2.
I am sorry that my post had let to a little dispute. I am happy for everyone who wants to help and feeds this community page so thanks again to both of you and I hope that you enjoy the game as much as I do.
