The quietest pistol in the game is:
Krugermeier 2-2 (Suppressed, SubSonic)

All other suppressed weapons still have a small sound radius when fired, the Krugermeier 2-2 can be fired from right next to a guard and still not be heard

ICA19 Silverballer (Suppressed, Steady Aim) or ICA19 Silverballer Mk II

Are the most accurate suppressed pistols with steady aim (hold shift)

That's your tier 1 and 2 choices, I won't even debate over which is #1 or #2, if you need quiet it's the kruger, if you need steady aim it's the Silverballer.

Tier 3 are the rest of the ICA 19 suppressed:

ICA 19 (Black)(Suppressed) – Default starting weapon
ICA 19 Chrome (Suppressed) – Legacy Reward
ICA 19 Black Lilly (with logo)(Suppressed) – Executive Pack Bonus

These are all functionally the same, they are just different skins. So to say the ICA 19 Chrome is the "best pistol ever" means you are either talking about appearance (which is fine, it's a nice looking weapon), or you believe that the default pistol you begin the game with is better than everything else (since it's functionally identical)

Tier 4 are niche choices, none of them are notably bad, they just don't serve much purpose other than for fun or specific scenarios:

HWK 21 Covert (Extended Mag, Suppressed) Sure it carries more in the mag without reloading, but it's also a wider target reticle (the same as kruger in width, but the kruger is quieter)

ICA19 F/A Stealth (Suppressed, Full Auto) - Sure, it fires full auto, but when do you need this when playing stealth? And it's slower to recover the targeting reticle for the second shot (for single shots it's no better than the other ICA 19's)

Custom 5mm (Concealable, Suppressed) - Cute but you can't reload it, and unless you are playing for fun and actually going through frisk points, it has no other purpose (and most players avoid frisk points)

All of these are functional, all of them can be accurate in the hands of a skilled player, but if you are going to nitpick over the details you're either claiming the default pistol is the best in the game or you identify the slight variations between each choice which puts the kruger and the silverballer at marginally better

If I'm just playing for fun I'll often take the Black Lilly or the Chrome, but if I'm playing serious it's either the kruger or the silverballer. Anything else is a pretty rare choice just to mess around.

The MkII has a pink sticker on it

All of the "Mark 2" versions of items are identical to the originals in function, they are simply the season 2 versions for people who don't own the legacy pack to unlock the originals*

And of course if you're talking about explosives or poisons it's giving you a second copy to carry two, for the guns it's pretty meaningless

*There's only one item in the game with an mkII label that isn't a reskin from the legacy locations and it's the mkII breifcase, added as a joke it's a reskin of a briefcase that moves through the air slower (to duplicate a glitch that existed at launch of the game which made the original briefcases fly slow when thrown) ~ the original briefcases were fixed, but players asked for a version with the glitch because it was funny

Personally I default to choosing the concealable nonreloadable one in most missions. I don't end up shooting more than a handful of shots usually, just to snipe a camera or headshot on a lone target. When you do decide you'd like to go through a frisk point its nice to not have to run off and find a place to stash your gun. Its niche but its a good niche.

Anyone in particular you'd recommend to watch that does that?

I only watch a couple of people occasionally (frote7, badaboom, etc) and I don't think I've seen them use that tactic.

Frote7 used it in Miami in his latest WR run (blowing up Sierra Nox car), also works fine on cameras, seen for sure not long ago.
