Fabian regularly patrols between the third floor conference room, and second floor stock market. If you hang around between those two areas (he specifically uses the staircase guarded by two guys) you should spot him, he's got a black suit and looks like Shia LeBeouf so he's pretty distinctive.

^ You can also trigger the conference room meeting between all three data holders to find both optional targets easily.
