Can't get two different controllers to work in splitscreen

Playing on Windows 11. Steam only, game isn't purchased on EGS. Using a USB Logitech Dual Action and a Dualshock 4 connected via USB cable.

I click "New Game"

I pause the game on the controller.

I hold the button for the other player to join in split screen.

Sometimes, one controller controls both goats. Sometimes, the controller controls one goat and the other is controlled by mouse and keyboard.

The laptop is plugged into the living room TV, so obviously a mouse and keyboard is not feasible for this setting.

Both controllers show up in Steam settings. I've toggled Steam Input on and off in the settings menu.

I've never had a problem using these controllers in the same game before.
