It's in text on the purchase page, but honestly this is just shoddy implementation and it has hit alot of people, myself included, because nobody expects this sort of stupidity. Least of all from steam who is usually very progressive and well executed.
If you already have an Eve Account (not through steam) you probably now have 2 accounts (lucky you). I am a long-time EvE Online player and having multiple accounts can be quite a boon if you know how to handle them. If done correctly the second account can pay for itself within a months time by training PI alts.
As of this moment I am trying to update my launcher and get my new account off the ground (5 bucks for a new account's a pretty good deal).
1. i purchased the game on steam
2. i opened the game on steam and saw it asked for a email and username
3. i went to https://secure.eveonline.com/
4. i pressed login
5. i pressed "sign in with steam"
6. i signed in with steam
7. it asked for some info such as email address, name, DoB and such, i filled them in and clicked continue
8. it took me to my account management page where i could see how long i had left on my current subscription and my account type which should say "active-playing with steam"
9. i closed the eve client that i had opened earlier
10. i re-opened the client via steam
11. the client continued to patch and i can see "launch eve online as allerus1995" "play"
once pactched, i will hit play and i have no doubt i will be straight into the game :)

However in my case that didn't matter because I bought EVE during the July Steam sale and it looks like the account activates on the day of purchase, so my account has already expired on the first day I've tried playing it. I hadn't anticipated Steam creating the account on my behalf.
Oh well. Live and learn. It was only five dollars, but it's still annoying.
Oh, so it is like that... DAM IT
So if you have an EVE account that you purchased and didn't get around to using, contact them via the support page (after supplying your Steam login details) and if my experience is any indication they'll enable the account for you (and you get your Amarr goodies - although my Explorer got ganked a week or two after I started playing).
So after all of that how do you claim the items in game?
