So, uh... where do you get the habitat builder now?
Unlocking a bunch of structure blueprints in the Glacial Basin without being able to actually build them is rather wonky.

The new intro immediately points you towards the Glacial Basin... "I'll start with your selfie, pretty sure I can see your base in the background." Naturally that means a player will first explore the coastline. I'm sure a new player would see the buildings up on the mountain and try to go northeast. With the benefit of prior knowledge, I chose to explore the coastline to the west, then south.

The emergency supply cache naturally attracts attention, and the SeaMonkey caves might be a distraction for a while, but after that, it's back to exploring the coastline. With the new above-ground paths that start from the emergency supply cache, walking all the way to the Glacial Basin feels quite smooth. It feels like the intended path forward.

There are dangerous creatures in the depths, and faster oxygen depletion below 100m (initially), meanwhile the western coastline is quite safe both below and above the water... It really feels like this was the intended direction.

So now I'm sitting here with blueprints requiring resources I haven't come across in the wild yet. Diamonds, Lithium... heck, even Snowstalker Fur - I've yet to see a Snowstalker. I've run out of storage space in the lifepod, but can't build a base. Wat do?

I found it in a little base moduel in the twisty bridges biome, right under 100m

You can find the habitat builder on the little floating platform on the surface with what looks like a shark cage in the middle of it. It is not too far from where your drop pod is.

That's outdated. Now the builder tool need to be scanned since they're fragments.

One of them near the base's entrance on the rocket island. The other in twisty bridges as posted in the answers above.

There is no way for the general public to search or filter cards and tags on favro, btw. "Visible to the public," but to find something we're looking for, we'd have to read everything. Every time, too, since we can't filter by newly created or by date.

I did explore. Now I'm at a point where further exploration is hindered by a lack of storage and an inability to recharge batteries. If I was a new player, I wouldn't even know that there's a builder tool somewhere out there.

They could add new side objectives or hints to attract you towards those locations, but so long as our "main questline" starts with a hint about a surface base, the team should expect a significant number of players will head almost straight to the Glacial Basin.

In the twisty bridges area south of your lifepod about 100m down there's a corridor section with a databox near it. It's in the corridor, and you can scan everything in the corridor section too. It's close (east) of where there's another databox with a crane that's a bit further down.

head south till you get cage then go down and explore I don't remember the exact location but it's in a single corridor base section.

i found it and also 18 other blue prints unlocked when i scanned it so i dunno what that is about

I started a new game and found fragments at Rocket Island next to the Shelter (the one near the observation bubble). I believe it only took me one fragment to unlock, or I picked up an extra data chip somewhere, but that's where it unlocked for me. Also around that area you pick up another data chip that unlocks the Solar Panel Array.
