You're right, but the headlight place only 1 slot in your inventory so you can replace it when need. Anyway if you have ultra oxygen maybe you will not care about the rebreather.
However, I agree, with the loss of the Rebreather and the cost, it's kind of useless. Would have been far more useful if it had a dedicated slot. Maybe it could be swapped out with the scanner room HUD chip or something similar.
The flashlight reaches further than the headlamp
You replace a slot for something more useful like the rebreather
Running with tools exists, hold a flashlight and run, therefore making it useless
The ion battery for the recipe is way too pricey even as the game having a small finite amount of ion crystals, you might as well use the battery for the flashlight and save the space for that trashy headlamp
