Thank you and herein lies the problem. Half the time it switches, and half the time it doesn't... I'll use the drag over method from now on. Bug.
Not a bug you were just doing it wrong
It clearly indicates left click to swap. That turns out to be wrong half the time, so it's a bug. Test it yourself. I've been using the swap since and it works well, but the second tank still often has some O2 missing from it.
They both just disappear completely from inventory when i try to switch them submerged!
They are certainly both filled and i can swap them when surfaced. But when i try to do it submerged both are suddenly gone! I have tried it several times, reloading a game state, this behaviour persists on my current game and i can reproduce it all over again. It is certainly a bug.
I think that you will find it is missing about 45 seconds of air on a full tank, which happens to be the no-tank "lung" capacity of the player. If the first tank is swapped out with 45 seconds or more of air, the second tank will be full. Swap out with less than 45 and it will be missing the difference up to 45 seconds. It does make a bit of sense if you think about it in that way.
Had this happen to me too. I reported it but don't know what came of it. I just stick to one tank at the moment, but hope it gets fixed for final.
