Report a translation problem
If someone was able to extract/package the cutscene audio (see here: https://steamcommunity.com/app/848350/ ), I don't see why they couldn't do the same for a texture. Perhaps try contacting them?
The "contact us" button is on the upper-right, but clicking it just leads me to a 404 error. And that's assuming they could even understand me if I explained the problem to them.
The problem is probably not something that could be fixed by replacing a file or two, it's a problem with how the image is being rendered, because even the original PS2 game will show the same corrupted background when being emulated with PCSX2.
So actually, I think the most likely fix would come from the PCSX2 emulator development community - if someone there could figure out what is causing this bug in emulation and find a fix for it, then maybe that fix could also be implemented in a patch for this port on Steam.
Even then though, since this port uses the Unity engine, making a community patch might be difficult without the help of the developers.
