It's not about graphics, if there are games with sex in them, I see no reason why DOAX3 wouldn't fit, when it doesn't even show nipples.
Have played a bit on Vita and honestly, you're not losing much, it's boring, unless you're into virtual pet genre and swimsuit collecting. Nude mods are to be expected for PC version, but at that point just go for fan made porn or play Honey Select.

Prior to that, a lot of stuff was censored or not allowed on Steam, and publishers (particularly visual novel publishers) may very well still be choosing to put censored versions on Steam, but Valve isn't forcing that anymore. Publishers can now put versions of their games up with all of the sex scenes and the like intact if they want. The only game that I'm aware of where Valve arguably didn't follow the new policy was "Rape Day," which seems to have been about pretty much what you'd think from the title, and they were getting a ton of bad press over it. So, they apparently decided that it was too risky to have on Steam, and when they made that choice, they told us why, precisely because not allowing it would seem to be against their current policies: https://steamcommunity.com/games/593110/announcements/detail/1808664240304050758
So, I think that it's pretty clear that whether a game like DoA Xtreme 3: Scarlet ends up on Steam has nothing to do with Valve censoring things. To do so would be against their current policies, and there's nothing in it extreme enough to trigger the kind of bad press that Rape Day did. If KT is making the game available in the East and not the West, it's not because of Valve's policies. Its their own decision based on who knows what. For instance, it's perfectly possible that they just don't want to risk triggering the SJW mob and decided to release the game only in parts of the world where those folks likely wouldn't see it, and it's possible that they have some other reason (though since the Switch version has English subtitles, localization probably isn't the reason). AFAIK, they haven't said why they haven't released it in the West, but at least with the current Steam policies, it can't be Valve that's the problem.

Well, that's in direct contradiction with their stated policies, and it's the first that I've heard that this is still a problem (though I don't buy any of that kind of stuff on Steam and don't see much reason to, since it can be bought elsewhere without DRM). And since it was mostly visual novel stuff that I'd heard about them censoring before, it makes it sound like they announced a new policy and then proceeded to ignore it (though there are probably other games that were affected that are now uncensored where they weren't before).
