"Vision of things to come" and Outer Wilds (Spoilers)
I'm a huge fan of both the Talos Principle games and Outer Wilds, and though they have nothing to do with each other I've always mentally placed them in the same category. (I guess they are both about emergent life after a races extinction now that I think about it) and the fact that in the vision there's an "anomaly" thats waiting for them on the other side of the universe immediately made me think of the Eye in Outer Wilds and for those who like both I thought it was kind of a cool connection.

My thoughts EXACTLY. I doubt there'll be a Talos 3 that is purely about this... maybe DLC.
There's no way this isn't some form of tongue-in-cheek reference or a planned tie-in/shared universe right? Surely they must have known, someone must have told them, right? If the Eye of the Universe would be Canon here it would be the absolute coolest thing ever.

It would be weird to put separate IPs in the same universe.

This concept is not exclusive to Outer Wilds (see for example Excession by Iain Banks, who is even referenced in the game). You can always find some parallels in science fiction somewhere.

The anomaly seems more like a Serious Sam reference to me since both games have the same developers and writers. But of course it could be anything.

It's absolutely not, it's an important plot point for the future.

Mental hates puzzles and refused to appear. We can barely get him out of the Institution these days. He also has a big personal problem with John ♥♥♥♥, so it's tricky, you know.
