Can't Start: Save Data Fail Loop
When I try to start the game...
It asks me if I want to create a Save File. It'd be stupid to say no to that, so of course I do. But then it says it can't create save data without a system file save. Then it asks if I want to play the game without system data? That sounds weird. If I say no it brings me back to the previous option, but if I say yes it says system data was corrupted and needs init system data for recovery. Nothing happens if I say yes because it just takes me back to the previous option again. Same with no. But when I go back to the second question and I say no again it takes me back to the data corruption option.
TL;DR, I think the game's broken and I'm not getting anywhere. I've tried a few different things already such as uninstalling and reinstalling the game and trying to mess with the files labelled "Save" and "System" in the La-Mulana 2 File on my computer, but nothing's really worked so far.
What's going on with this?

Hi, that sounds a bit odd.
Could you verify your Steam files for me, and try again.
If its still not launching, can you show me a screenshot of your local files and save files please.
Hmm actually I somehow got it fixed. Now I'm not sure why but sometimes when I leave my USB controller plugged in, it does something weird. This time it stopped me from being able to start the game, but after unplugging it the game let me create a save and I was able to start playing it successfully with no issues. Must be a specific bug I have with my setup, but now that I know what caused the issue it's pretty much fixed now. Sorry about that. :steamfacepalm:
No worries, I'm glad it was fixed
This was happening to a friend of mine. In his case unplugging his controller didn't help, so he eventually gave up.
Same thing happened to me. I merely unplugged my ps4 controller during the initial setup and it worked fine. So bizarre.
I had a similar experience with the 'cannot create save file without system file' loop, then I realized my logitech controller was behaving like an xbox controller. Changing the select button from A to X sorted the problem for me (if that makes sense?).
2022 this is still a bug. Just bought the game, can't play it because of this issue.
I encountered this issue and was stuck on it for a long time. It turns out, when presented with the message about system data, I was selecting an answer and then pressing the 'X' key, which is apparently the "cancel" key. This leads to the follow-up question which I was also pressing 'X' for, leading to this save data fail loop.

Once I realized what was going on, I answered the question by pressing 'Z' instead, which is the confirm button.

If you encounter this situation, make sure you're pressing your 'confirm' button instead of your 'cancel' button.
