You can still purchase the first character pass, but you're SOL with the second one. I searched for it and wanted to purchase.
As for alternative means, I have no idea.

When the game goes down technically it aint a crime no more .

I think you don't need to install anything, just look for a savegame with 100% unlocked. I know it works for the premium shop stuff but i cannot tell your for the fighters as i already own the DLCs

Without anti-cheat enabled, it should be easy to add the dlc characters as mod.

But you won't be able to log online.
