Height of Technique

Unfortunately, I have a feeling that I won't be able to get much help since the other threads that I've visited have not been helpful, but just in case - here we go. I have every achievement except for height of technique (acquire all skills) and the Sekiro achievement for getting every OTHER achievement.

Before you ask, yes I have every technique, even the ones that aren't part of the 5 skill trees. This includes the ones you have to buy and the ones you get from beating the bosses. I have all other achievements, so it's not possible for me not to have those skills anyway.

I believe what has happened from perusing other forums is that the achievement bugs if you are playing offline. Any solution for this?

Sometimes Steam achievements just fail to achieve for whatever reason. Sekiro seems to be particularly prone. Some games do have ways to resend achievements, but Sekiro does not. There is the option of just getting it again on a new save file, but that's a huge amount of work.

Your easiest solution will be to use the Steam Achievement Manager to give it to yourself manually. It's a third-party program, but it's completely safe and Steam does not care if you use it. Very quick and easy.

Unfortunately, FromSoft games don't give achievements when Steam is in offline mode and don't grant them retroactively either. Though tbf it's a bit of a limitation on Steam's offline mode.

As mentioned by LuckyCheshire, SAM is your only option if you don't want to do it again.

In the future, if you're about to trigger a particularly grindy achievement, you can make a savegame backup before attempting to complete that achievement. Then go ahead and try to pop it and if it won't, you can just keep re-trying by loading a previous save.

I'll bite: It's not cheated if you meet the requirement for an achievement. Besides, they're pretty much just arbitrary goals for one's own amusement.
