Regarding skill points, oh, by the way, there is no level in Sekiro. You are not level 7 even though you have 7 skill points. As to how to use them, follow what Poyzo has mentioned. Incidentally, you should read whatever text has come up on your screen. I know what you are going to say. The text doesn't stay for very long, making it hard to understand what is being conveyed. You can watch walkthrough videos by FightinCowboy on Youtube.
His videos always teach you how to "git gud" when fighting certain bosses, well, all the bosses actually. He also shows you how to get all the endings without having to play through the game from the beginning again and again. No extra software is required. Just basic Windows stuff. In order to unlock the option to spend skill points, you will need an Esoteric Text (skill tree book), and the easiest one to get is by talking to the Sculptor after you have earned at least one skill point.
There are a total of five different skill tree books in total, each with a focus on a different aspect of Sekiro's gameplay. I'll leave it up to you to find out where the other four are :)
