For the little dudes with the large hats that work as shields, hit them once so they block and then use the axe. And for the big lad with the large wooden plank you need to hit the plank with the axe twice to break it.
The earliest one can come across enemies with shield is at Harata Estate. And they can be dealt with as Don Lobo and 365Trash have mentioned.
Later on, as you progress the story, under normal circumstances, there is another type of enemy with shield. Well, to be precise, it will be a big dude with a HUGE shiled. This shield CANNOT be broken using anything, including the axe (even fully upgraded one). From my experience, the quickest and most effective way to kill these big dudes with huge shields is by stealth. Maybe someone out there has tried with different combat arts and found one. I didn't bother to go down that route. I just stealth kill them everytime. Hope this is useful to you. Good luck and have fun. :)
PS I did try using the axe (even fully upgraded version of Lazurite Axe). I used up all my spirit emblems and his shield seemed to be untouch. Also, one of his attacks is him using the shield as a ramming tool. You cannot block it. Well, even blocking it, you can lose as much as half of your health. Hence, I never face them square on. Always stealth kill them. You can wear down his health by using a puppet. Sometime, puppet like those big dudes holding a metal bat can kill them. But from my experience, I only seen that happened about 3 or 4 times out of the 2,500 hrs spent in the game.
You can also get the guy in the pond to distract them and smack them when they are focused on him. Hit and run works as well, though it will take a lot more time.
Mr. Vomit Sword? You mean the big dude with a big sword and he spit poison onto his own sword? So, you have went past the two minions with shield (before the bridge leading to the Shinobi Hunter? Didn't you pick up the axe prosthetic from the small, well, tiny temple bit earlier on?
In any case, if you haven't picked up the axe prosthetic, you can still get rid of them by stealth kill them. You won't be able to stealth kill the two minions with shield in one go. I always do it this way. After clearing the group of minions in the area near the idol, I will wade the pond and keep to the left. Go round the first house by the left. Jump up and stealth kill the guy with the axe first, then kill the archer, then the minion dressed in loin cloth. Finally the drunk near the door. Now, crouch and go down the walkway and then turn left. Keep crouching and keep to the left. You should be able to creep up behind the first minion with shield and stealth kill him. Now, Mr. Vomit Sword (he is actually called Drunkard) and everyone will be alerted. Don't linger on and don't fight. Just run towards back to the pond but don't get into it. Turn right and then right again, i.e. getting behind the house. Keep crouching down and carrying on moving forward to the "dead corner area". If you crouch down all the time, you will find that everyone is now changed to yellow alert and they will start to back off and back to the open area infront of the main house. At the same time, the Drunkard will also move to open area and stand looking towards the pond. Wait until the alert state is gone. Now jump back onto the walkway and crouch. Move towards the main house entrance like before, i.e. crouch. Now, you should be able to creep behind the minion in loin cloth holding a sword. Stealth kill him. If you have the axe, you can just break the shield of the minion on the left. If you don't have the axe, just like before, just run towards the house on your right and get to back of this house like before. The aim is to stealth kill as many as you can those minions around the Drunkard. It may take a few runs (to the "dead corner area" behind the house on your right (that is with you back facing the main entrance to the house in the middle, facing the water). Once you clear all the minions. Using the same method, you can take out the 1st live of the Drunkard by stealth. To kill the Drunkard, you can do it without using any combat art. Just carry out a thrust whenever he is blowing poison to his sword. If you use an ako sugar that will increase the damage you deal with the thrust. Hope this help. Good luck and have fun. :)
Get just close enough to lock the nearest enemy, and hit it with a shuriken, then pull it away from the crowd.
If you pull too many, keep backing away till most give up. If necessary, target and hit the straggler again to pull it away from the pack further.
If you let yourself get mobbed, you're probably screwed. When you get to Fatso, hit and back off. Stay out of the poison cloud; he telegraphs what he's doing very well. Personally, I favor the Shadowrush against most bosses and mini-bosses. It triggers fairly quickly, and when you're in the air, a lot of hits will simply miss you; not all, of course, but you also tend to interrupt the enemy, too. Then back or sideways jump to get clear. You might also try the Nightjar Slash Reversal if you have it. Dart in, hit, somersault away.
