You're still pushing it quite a bit, but depending on your definition of "run" I'm fairly certain you can get it there... ish.
Well, at least according to the Intel ark the processor has 8 threads, so it could be that you only need to worry about the graphics power. But "playing" this on a intel HD 4000 seems to be quite a stretch to me.
LowSpecGamer (from the video above) usually has some good tips on how to make games run on low specs, but in this case he is using a athlon 200GE with Vega 3 Graphics, which while being an integrated GPU in a cheap CPU, is a bit more powerful than yours (at least according to this: https://gpu.userbenchmark.com/Compare/Intel-HD-4000-Mobile-125-GHz-vs-AMD-RX-Vega-3-Ryzen-iGPU/m7653vsm511366 ), unless your laptop has a GPU that is not listed on the specs you posted.
In his video he mentions that the game will not not accept resolutions below 800x600, but you could try using this tool: https://www.nexusmods.com/sekiro/mods/13
I have not tried myself to use it to lower the resolution, but since it hooks into the game, it might be able to set a lower resolution where the config file wont work. It could also cause the game to crash of course. I guess for your family honour it is at least worth trying though.
