Isshin Ashina is not in his tower

Title says it all. I finished the fight with Genichirou, and then was told to find Isshin's watchtower; however, I went to where I read he should be, and hes not in the room. Is it glitched?

he's supposed to be in a watch tower close to the Ashina Gate, if you talk to Emma she tells you that. sadly it doesn't work..

I am having this issue too the tower with the open window at the end of the smoke trail is completely empty.

Get the letter and emma tells you that he is in some tower not inside the castle but i have no idea where it is XD

you go to where you fought gen something , you go to a watchtower then you get a quest to kill some rats , kill them and he should be back

You know when you're inside the castle and three ninjas in white cloaks are guarding a staircase...his room is up there. You can either fight them and walk upstairs or go through the window from outside.

I was there before I fought genichiro and it was empty so didn't bother to check that spot again

So if he's not in the tower initially, grab the letter that's in his place and go back to talk to Emma. She'll tell you to check out a tower in the battlefield where you fought the mounted boss. In there, there's a dude with a mask that wants you to kill some 'rats'. The 'rats' are actually the three super short dudes with hats in this side area. You can get to them by travelling to the Ashina Castle Gate idol then running up the stairs and jumping over the wall to the right. Kill 'em, head back to mask guy who will give you a reward, then you can go find Isshin in his tower where he's supposed to be.

if he's not in the tower after beating genichiro, you did a bad job exploring after beating Gyobu and should feel bad because it would've made genichiro much easier.

Indeed, as the reward for that quest is a pretty strong style, which happens to be really good against Genichiro.
